The Mediterranean basin is undergoing a profound transformation in the way it approaches energy and climate issues, as the transition toward renewable energy has become a strategic framework reshaping the region\u2019s economic and political balances, while simultaneously aligning with international climate commitments and laying the foundations for a new phase of geostrategic repositioning.<\/p>\n\n\n\n

Within this context, the \u201cTeraMed\u201d initiative emerges as an ambitious attempt to redefine the Mediterranean\u2019s role within the global energy system by transforming it from a traditional corridor for gas and fossil fuels into a central platform for clean energy production and green industrial development. This transformation comes at a time marked by growing global demand for low-carbon energy sources, mounting pressures linked to climate change, and increasing energy security concerns triggered by successive geopolitical crises.
Available data indicate that the Mediterranean region possesses exceptional solar and wind energy potential, positioning it to play a pivotal role in achieving global renewable energy expansion targets. However, these opportunities face several structural challenges, foremost among them the significant disparities between the northern and southern shores of the Mediterranean, weak regional coordination, and the absence of a unified institutional framework capable of directing investments and ensuring policy coherence.<\/p>\n\n\n\n

Although countries such as Morocco, Egypt, and Jordan have succeeded in attracting substantial renewable energy investments, this progress remains unevenly distributed. Several states continue to face structural difficulties related to political instability or insufficient energy-sector reforms, thereby reinforcing disparities across the Mediterranean space.<\/p>\n\n\n\n

In this context, the \u201cTeraMed\u201d initiative seeks to move beyond the logic of isolated projects by promoting an integrated vision based on linking energy production, electrical infrastructure, and industrial manufacturing. The initiative\u2019s core objective goes beyond merely increasing generation capacity, it aims to build a new economic system centered on clean energy as a driver of development, including the advancement of promising industrial value chains such as green hydrogen and low-emission heavy industries.<\/p>\n\n\n\n

This approach reflects a profound shift in the understanding of the energy transition, from being merely a technological substitution of energy sources to becoming a comprehensive project for restructuring the regional economy on more sustainable and competitive foundations.
Yet this ambition faces a major obstacle: financing. Financing remains one of the principal barriers to accelerating the energy transition in the countries of the Global South. Renewable energy investments require significant upfront capital and are highly sensitive to financing costs as well as sovereign and regulatory risks. Current data show that dependence on public financing remains high, while private-sector participation continues to fall short compared to global trends.<\/p>\n\n\n\n

This situation is driven by several factors, including fragile regulatory frameworks, limited transparency, and elevated risk levels, all of which encourage investors to focus on more stable markets while simultaneously reproducing inequalities within the region.
In this regard, blended finance emerges as a promising mechanism for bridging the gap between ambition and capacity by combining public and private resources to mitigate risks and stimulate investment. However, the effectiveness of this mechanism depends on the existence of a clear strategic vision and an institutional framework capable of directing resources toward projects with transformative impact, rather than limiting support to low-risk ventures.<\/p>\n\n\n\n

Likewise, the lack of coordination among financial actors, whether international institutions, development banks, or private investors, reduces the effectiveness of interventions and fragments efforts, once again highlighting governance as a central pillar of reform.
Beyond the financial challenge, governance itself stands out as a decisive factor in the success of the energy transition. The region suffers from a proliferation of overlapping initiatives without an effective coordination mechanism capable of ensuring policy coherence and project integration. This situation leads to missed opportunities and limits the possibility of achieving economies of scale, particularly regarding electricity interconnection projects and cross-border infrastructure.<\/p>\n\n\n\n

Hence, growing calls for the establishment of a unified regional framework are gaining importance, as such a framework is considered essential for transforming theoretical potential into tangible investment and economic dynamics.
At the same time, the energy transition cannot be reduced solely to its economic and technological dimensions. The social dimension remains central to ensuring its sustainability. The success of this transformation depends on its ability to generate tangible benefits for local communities, whether through job creation, improved access to energy, or the reduction of territorial inequalities. In the absence of this social dimension, the energy transition risks becoming a source of social tension, especially if it is perceived as a top-down project serving narrow interests.<\/p>\n\n\n\n

From this perspective, awareness-raising and advocacy campaigns become crucial in accompanying this transformation. They play a key role in building public awareness and strengthening social acceptance of energy policies. Their role extends beyond disseminating information, they contribute to reshaping the relationship between citizens and energy, encouraging sustainable behaviors, and reinforcing collective responsibility. They also create space for broader civil society participation in policymaking, helping make the energy transition more inclusive and equitable.
In light of these dynamics, the Mediterranean region appears to stand at a critical crossroads where major opportunities intersect with complex challenges. It may either succeed in transforming its potential into an integrated regional project that promotes development and stability, or remain trapped by fragmentation and structural imbalances that hinder progress.<\/p>\n\n\n\n

Within this context, the \u201cTeraMed\u201d initiative represents an attempt to redraw this trajectory by presenting a model based on coordination, integration, and the interconnection of economic, social, and environmental dimensions. Yet the success of this model will ultimately depend on the ability of states, institutions, and societies to move from the logic of intentions to the logic of implementation, and from fragmented initiatives to a unified vision.
It should be noted that the energy transition in the Mediterranean has become a battle for strategic positioning that will shape the region\u2019s influence, development, and stability in the decades ahead.<\/p>\n\n\n\n

In the Same Context, We Conducted an In-Depth Interview with Dr. Jawad Kharraz, Coordinator of the TeraMed Initiative and the Mediterranean Clean Energy Network, and Director of the Water, Energy and Climate Experts Network<\/strong><\/p>\n\n\n\n

Question<\/strong>: In light of the current geopolitical transformations, how do you assess the position of the \u201cTeraMed\u201d initiative within the Mediterranean energy transition landscape?<\/p>\n\n\n\n

Answer<\/strong>:
The TeraMed initiative is not merely another energy project or initiative. Recent events, such as the Strait of Hormuz crisis, have revealed that the region suffers from what can be described as a \u201cstructural fragility,\u201d with 21% of global oil and 25% of liquefied natural gas passing daily through a single chokepoint. TeraMed offers a strategic alternative by redefining the Mediterranean, from a \u201cfossil gas corridor\u201d into a \u201cclean energy and green manufacturing corridor.\u201d
The initiative aims to develop one terawatt of renewable energy capacity in the Mediterranean region by 2030, mobilize $700 billion in investments, and create three million jobs. Its ambition extends beyond electricity generation to include grid interconnections and industrial value chains such as green hydrogen and green steel, making it a platform that combines energy security with industrial development.
Naturally, TeraMed is also expected to coordinate with other regional initiatives, such as the European Union\u2019s T-MED initiative, which is scheduled for official launch in June, as well as with regional political frameworks like the Union for the Mediterranean, in order to foster integration that serves Mediterranean countries collectively and on an equal footing.
We are therefore facing an initiative that goes beyond the traditional energy framework. It redefines the role of the Mediterranean region within the global energy system, not merely as a transit or production area, but as an integrated platform combining energy, industry, and infrastructure. What distinguishes it most is its ability to connect multiple levels, from energy diplomacy and grid planning to financing and industrial value chains. This is precisely the type of initiative needed today to move beyond fragmented projects toward integrated systems.<\/p>\n\n\n\n

Question<\/strong>: In your opinion, what are the main obstacles still hindering the acceleration of the renewable energy transition in the Southern Mediterranean?<\/p>\n\n\n\n

Answer<\/strong>:
The obstacle is not singular, it is multidimensional. We are facing both the \u201cfossil fuel trap\u201d and a governance crisis. Figures from regional reports illustrate the scale of the challenge. In Iraq, for example, distribution network losses exceed 40% due to illegal connections and inefficiencies, making renewable energy investments resemble pouring water into a leaking container. In Lebanon, the electricity sector has virtually collapsed, forcing citizens to pay more than $0.40 per kilowatt-hour for private generators, while the official national grid tariff remains below $0.09.
The greatest challenge, however, is the absence of transparency and public participation. In countries such as Tunisia, reforms have increased household burdens without adequate explanation, generating public resistance to reform. The solution does not lie solely in deploying solar panels, but also in building trust through tariff transparency and citizen engagement.
There are also institutional governance challenges, financial constraints linked to the cost of capital, and technical limitations related to grid infrastructure and legislation governing self-generation. Yet fundamentally, I believe the central issue remains the lack of coordination among stakeholders, both nationally and regionally. We have projects, financing, and a certain degree of political will, but what is missing is a coherent framework capable of bringing all these elements together within an actionable and rapidly implementable vision.<\/p>\n\n\n\n

Question<\/strong> : Financing remains a central issue in this discussion. How can sufficient investments be mobilized despite high levels of risk?<\/p>\n\n\n\n

Answer<\/strong>:
Indeed, financing is the key driver of the transition. Renewable energy projects require substantial initial investments and are highly sensitive to sovereign and regulatory risks. The solution does not simply lie in increasing the volume of financing, but in improving its quality and directing it strategically. This is where blended finance becomes crucial, as it can reduce risks and encourage private-sector participation. However, this also requires deep reforms in the electricity sector, particularly regarding the credibility of public institutions and the transparency of regulatory frameworks.
For TeraMed alone, we need approximately $700 billion, while facing several major challenges: sovereign risks, regulatory instability, and currency exchange risks.
What we propose through TeraMed is blended finance, where grants and guarantees from international institutions, such as the World Bank and the Green Climate Fund, are used to attract private investors and reduce risks. We are also working on innovative financing tools such as green Islamic sukuk and industry-linked investment funds, in addition to diversifying funding sources to include philanthropic funds, sovereign wealth funds, and private-sector investments.
However, there is another serious risk that must not be overlooked: stranded assets. If importing countries, particularly in Europe, do not participate in guaranteeing green hydrogen prices or sharing investment risks, exporting countries will bear heavy debt burdens vulnerable to market fluctuations. Risk-sharing is therefore essential to achieving what we call \u201cfair financing.\u201d<\/p>\n\n\n\n

Question<\/strong>: How can the energy transition be linked to industrialization and economic development?<\/p>\n\n\n\n

Answer<\/strong>:
This is a fundamental issue. If the energy transition remains confined to electricity production, it will not achieve the desired transformation. It must be connected to industrial value chains such as green hydrogen and low-carbon heavy industries. This linkage is what will generate employment opportunities and ensure long-term economic sustainability. Morocco, for example, has already begun moving in this direction, but the challenge lies in expanding and deepening this model.
We must therefore move from an extractive economy toward a \u201cvalue-added economy.\u201d The sun and wind resources of North Africa should serve not only as exportable fuels, but also as drivers for local industries such as green steel and green fertilizers, thereby creating high-value jobs.
Under TeraMed\u2019s objectives, we aim to train 15,000 specialists in renewable energy across the region. Yet we must remain vigilant against what may be called \u201cgreen colonialism.\u201d Hydrogen projects in water-scarce regions require desalination, and local communities must benefit from both desalinated water and generated electricity. If clean energy is exported to Europe while one of our children still studies under a kerosene lamp, then the transition loses its moral meaning.<\/p>\n\n\n\n

Question<\/strong>: What role can regional initiatives play in strengthening this transformation?<\/p>\n\n\n\n

Answer<\/strong>:
Regional initiatives such as TeraMed represent a way out of the trap of isolated approval-based projects. They can act as a \u201cgrand coordinator,\u201d creating frameworks that help avoid dumping practices and unfair competition.
However, they are not substitutes for national policies, rather, they are frameworks for integrating them. Through such initiatives, investments can be coordinated, electricity interconnection projects developed, expertise exchanged, and countries supported in preparing bankable projects.
Most importantly, these initiatives create a shared narrative about the future of energy in the region, which is essential for attracting investors and building trust. They may also enable the establishment of a \u201cMediterranean Electricity Justice Observatory\u201d to monitor tariffs, service reliability, and citizen participation in decision-making. Such unified standards are precisely what will attract long-term investments.<\/p>\n\n\n\n

Question<\/strong>: Finally, what message would you like to address to decision-makers in the region?<\/p>\n\n\n\n

Answer<\/strong>:
The message is clear: energy is the gateway to food, water, and industrial security. We cannot treat the energy sector separately from agriculture (fertilizers), industry (steel), or water (desalination and solar-powered irrigation). A disruption in energy flows through the Strait of Hormuz, for instance, increases global food prices by 2.75%, and by as much as 30.7% in countries such as Zambia.
If we wish to prevent geopolitical crises from turning into famines in countries of the Global South, then investing today in regional renewable energy integration must become a priority. What is required is the courage to break dependence on a single chokepoint and to invest in building resilient, open, and regionally integrated energy systems while ensuring that the principle of just transition guides investments, not merely export objectives.
In short, the message is simple yet decisive: the energy transition is no longer a postponable option, it has become an immediate necessity. Every delay in reform or coordination will carry far greater costs in the future.<\/p>\n","protected":false},"excerpt":{"rendered":"
