As part of ongoing efforts to tackle environmental and agricultural challenges in the region, the launch of the International Alliance to Combat the Red Palm Weevil (C4RPWC), led by the United Arab Emirates, marks an innovative strategic step. It aims to unify global efforts to confront the threat posed by the red palm weevil, which has become a serious danger to food security and the environment in palm-producing regions.<\/p>\n\n\n\n

By adopting a scientific and technical approach, the alliance aspires to develop sustainable solutions based on innovation, technology, and collaboration among countries and stakeholders to enhance the ability to combat this pest and protect the date-producing oases.<\/p>\n\n\n\n

To shed light on the significance and future vision of this alliance, we conducted this interview with Dr. Abdelouahhab Alboukhari Zaid, Secretary General of the Khalifa International Award for Date Palm and Agricultural Innovation, who shares his insights and perspectives on the alliance and its role in countering the red palm weevil.<\/p>\n\n\n\n

Question 01: To begin with, how do you view the importance of establishing the International Alliance to Combat the Red Palm Weevil?<\/p>\n\n\n\n

Dr. Abdelouahhab Alboukhari Zaid:<\/p>\n\n\n\n

His Excellency Sheikh Nahyan bin Mubarak Al Nahyan, Minister of Tolerance and Coexistence and Chairman of the Board of Trustees of the Khalifa International Award for Date Palm and Agricultural Innovation, announced the launch of the International Alliance to Combat the Red Palm Weevil during his speech at the award ceremony held on April 16, 2025.<\/p>\n\n\n\n

This alliance was created as a partnership between the Office of International Affairs at the Presidential Court of the UAE and the Gates Foundation, in collaboration with the International Center for Agricultural Research in the Dry Areas (ICARDA), the award\u2019s General Secretariat, and a number of national, regional, and international institutions. The launch follows a new partnership between the UAE and the Gates Foundation announced during COP28, aimed at supporting agricultural innovation and development in low- and middle-income countries. His Excellency described the alliance as \u201can ambitious partnership driven by a scientific mission that unites governments, global experts, and leading research institutions to confront a growing global challenge.\u201d<\/p>\n\n\n\n

The establishment of the alliance represents an unprecedented strategic step in palm protection and is a vital response to one of the most dangerous agricultural pests threatening oasis economies and date production globally. We’re not just talking about a direct threat to agricultural wealth, but one that extends to food security, environmental stability, and the sustainable livelihoods of thousands of farmers and families who rely on date palms as a primary income source.<\/p>\n\n\n\n

The pest, which emerged in the 1980s, has spread epidemically to more than 60 countries to date. National efforts alone have not been sufficient to contain the threat. Hence, the importance of the alliance as an international platform for policy coordination, accelerating response, and sharing best practices and modern technologies. This is not just an idea\u2014it\u2019s a strategic investment in the future of sustainable agriculture and desert ecosystems.<\/p>\n\n\n\n

Question 02: What makes this alliance different from previous initiatives?<\/p>\n\n\n\n

Dr. Abdelouahhab Alboukhari Zaid:<\/p>\n\n\n\n

The true distinction of this alliance lies in three core pillars: institutionalization, sustainability, and integration. Previous initiatives were mostly temporary or limited to short-term donor-funded projects (typically lasting no more than five years). In contrast, this alliance is a permanent international entity with a clear administrative structure and multi-year strategic plans, giving it greater capacity for long-term impact and continuity.<\/p>\n\n\n\n

The alliance also aims for scientific and technical integration through a precise scientific approach involving researchers, scientific centers, and universities. It harnesses advanced technologies such as remote sensing, artificial intelligence, digitization, and big data to build early warning systems and effective pest monitoring. It seeks broad international cooperation, engaging governments, international organizations, research institutions, and civil society\u2014creating a comprehensive system capable of tackling the pest from political, research, and field perspectives.<\/p>\n\n\n\n

Question 03: How can the alliance contribute to strengthening food security in the region?<\/p>\n\n\n\n

Dr. Abdelouahhab Alboukhari Zaid:<\/p>\n\n\n\n

Dates are not just an agricultural commodity; they are a staple food in the Arab and Islamic food security basket. Date palms are the lifeblood of agriculture in desert oases, where few other crops thrive, and they carry irreplaceable economic, social, and cultural value. The alliance will work to protect millions of productive date palms from destruction and reduce agricultural losses caused by the pest\u2014thus improving productivity and lowering the high costs that governments and farmers bear in fragmented control efforts.<\/p>\n\n\n\n

Moreover, it will enhance national food security by ensuring continuous production and the availability of dates locally and for export. In this way, we are talking about a comprehensive protection system that starts with the palm and ends with achieving food sovereignty in desert and semi-desert regions.<\/p>\n\n\n\n

Question 04: Do you foresee any challenges that the alliance may face in the near future?<\/p>\n\n\n\n

Dr. Abdelouahhab Alboukhari Zaid:<\/p>\n\n\n\n

Undoubtedly, challenges exist\u2014they are part of the nature of international joint action. One major challenge is the differing priorities among countries. While some view combating the red palm weevil as a top priority, others may rank it lower compared to other pressing issues. This calls for agricultural and economic diplomacy to unify perspectives.<\/p>\n\n\n\n

Another challenge is funding. Effective response to the pest requires significant financial resources for research, training, technology, and control efforts. Thus, it’s essential to develop innovative financing models, including partnerships with the private sector and donor institutions. There’s also the knowledge and technology gap, as clear disparities exist among countries in terms of technical and scientific capacity. This requires capacity-building programs and enhanced knowledge exchange.<\/p>\n\n\n\n

Additionally, climate change adds another layer of complexity, affecting the insect\u2019s life cycle and geographic spread. The alliance also aims to reduce fragmentation and enhance coordination at both national and international levels.<\/p>\n\n\n\n

Question 05: What are the main outlines or recommendations proposed for this project?<\/p>\n\n\n\n

Dr. Abdelouahhab Alboukhari Zaid:<\/p>\n\n\n\n

I would like to propose five key recommendations:<\/p>\n\n\n\n

1. Build a unified international database to monitor the pest\u2019s spread and document control efforts, facilitating decision-making and targeted interventions.<\/p>\n\n\n\n

2. Launch training programs and international professional certifications for palm protection technicians and engineers to standardize practices and knowledge across countries.<\/p>\n\n\n\n

3. Stimulate applied and targeted scientific research through competitive grants and joint projects with universities and research centers.<\/p>\n\n\n\n

4. Encourage the private agricultural sector to engage in innovative partnerships to develop low-cost digital solutions and smart control tools.<\/p>\n\n\n\n

5. Promote community and media awareness to support farmers\u2019 adoption of modern scientific methods, integrating them as key partners in the pest control system.<\/p>\n\n\n\n
